Tortuga Prime
TriStar Universe Divergence Notice
This article documents the TriStar Interstellar campaign universe. Canon events hold through 3030 (see D-001, D-002). In the canonical timeline, Tortuga Prime remains the capital of a bandit kingdom deep into the Dark Age. In this universe, its history after 3030 is the story of the hardest kind of nation-building: the kind with no battles in it.

The Tortuga Prime system's primary is evolving off the main sequence — a fact of more than academic interest. The system's second world, Lafayette, was habitable in the deep past; the warming star extinguished its native biosphere long before humans arrived. The same slow stellar evolution will, over geological time, do the same to Tortuga Prime III. This detail, ignored by four centuries of pirate rulers, would eventually bring the New Avalon Institute of Science to the Dominions.

The Water Question
No history of Tortuga Prime makes sense without its water. The planet is 40% ocean and effectively waterless: the surface water is too alkaline for human consumption or agriculture, and the colony survived for four and a half centuries on a single vast underground reservoir of fossil water, itself requiring heavy treatment to be potable. Irrigation was nearly impossible. Every pirate century was shaped by this fact — the desperate raids for parts and skilled workers, the water-treatment failures that killed thousands (8,000 dead in a single mass poisoning at Fletcher in 2770), and Lady Death's most infamous raid, which stripped the world of Mararn of its only functioning purification plant to buy the loyalty of the city of Miccosukee.
The pirates saw the alkaline seas as poison. It took three outside perspectives, arriving together after 3030, to see anything else — and the collision of those perspectives is the founding story of the modern Dominion.
Planetary History
The Pirate Centuries (2588–3030)
Tortuga Prime was settled in 2588 by deserters of the AFFS 237th Light Cavalry, broken in the Reunification War raid on Sterope. They found a small, pleasant world — mild seasons, vast savannas, abundant minerals — and a hydrological trap. Within a generation, the water crisis had turned settlers into the Pirates of Tortuga: Major Frederik "Krasny" Koloniv's Red Raiders stole grain, machines, and above all skilled workers from the Suns' border worlds, dispersing the workers' families across five neighboring systems as hostages against compliance.
The hostage-dispersal system outlived Krasny (killed after a failed 2604 raid on Memphis — an irony no modern Tortugan schoolchild is allowed to miss) and calcified into the social order itself. With no education system, no incentive to excel, and strongmen competing to control failing infrastructure, Tortugan society became a machine for wasting human beings. Under Dame Paula Trevaline (3015–3030) the machine acquired efficiency without mercy: a formal caste system, slave-taking raids, and sixty thousand pirates berthed at Raider's Roost while the spoils flowed upward.
It ended in 3030, under the Ledger Barrage (see: Paula Trevaline).
Occupation and the Three Perspectives (3030–3049)
The Tennessee Star Guards took a capital; the military administration inherited a hostage society dying of thirst by installments. Its first great project fired no shots and is commemorated on all six Dominion worlds: the Reunion Registry of 3031–3035, in which TriStar DropShips — the same Mule IIs that had hauled freight past pirate space for a decade — shuttled between the six systems reuniting families separated by the dispersal system, some for three generations. Administrators later admitted the Registry did more to pacify the Dominions than the garrisons did.
The Mararn plant posed the occupation's first moral test. The stolen purification plant was found intact at Miccosukee, and half a million Tortugans now depended on it — while Mararn's survivors demanded it back. The settlement of 3033 became a template: TriStar purchased and installed a modern replacement plant on Mararn with reparations besides, and the stolen plant remained on Tortuga Prime as the founding asset of the Dominion Water Authority — the first institution the six worlds ever owned in common.
Then came the three perspectives:
The Taurians saw a solvable problem. No people in the Inner Sphere or Periphery know hostile-world colonization like the Taurian Concordat, and no one matches their institutional depth in water purification and closed-loop life support. Taurian engineering firms entered the Dominions from 3036 — commercially at first, contracted by TriStar precisely because Concordat companies could work rimward territory without New Avalon's fingerprints. Taurian hydrologists mapped the fossil reservoir for the first time in its history and delivered the finding that reframed everything: at current drawdown, the reservoir had perhaps ninety years left. The pirates had been living on borrowed water all along.
TriStar saw a commodity. Where the pirates saw poisoned seas, TriStar's assayers saw brine chemistry: the alkaline lakes and shallow seas of Torment are rich in lithium salts and industrial alkalis. The extraction works built at Sinkhole Bay from 3039 pulled export minerals out of the water as a byproduct of treating it — the desalination-extraction complexes paid for themselves, and Tortuga Prime acquired the first honest export economy in its history. The company shipped its first bulk lithium consignment coreward in 3042, in a Caravan Block C named, with corporate humor, Fair Exchange.
The NAIS saw a laboratory. The surprise of the reconstruction era was the arrival, in 3041, of a New Avalon Institute of Science field expedition — nominally an astrophysics team drawn by the subgiant primary and the dead world Lafayette, a natural laboratory for studying a habitable zone in slow migration. The astrophysicists came for the star; the Institute stayed for the water. NAIS agro-genetics teams, working with Taurian soil engineers, spent a decade developing halophyte grain and forage cultivars adapted to Tortuga Prime's alkaline water chemistry — crops that drink from the poisoned lakes with minimal treatment. The first Torment Barley harvest came in off the savannas in 3051. Irrigation, "nearly impossible" for 460 years, became agriculture. The savannas that the 237th's survivors had looked at with such hope in 2588 finally became farmland — two and a half centuries of raiding too late.
The three perspectives institutionalized their collaboration in 3047 as the Trilateral Hydrological Commission, seated at Raider's Roost — Taurian engineering, TriStar logistics and capital, NAIS science, with Dominion administrators as full members from 3049. Commission veterans wrote much of the Dominion Charter's language on common resources. It is often observed that the Dominion's democracy was designed by people who had spent a decade arguing about water filtration budgets, and that it shows — in the best way.
The Republic Era (3049–3070)
The Dominion Charter of 3049 made Tortuga Prime the capital of a demilitarized parliamentary state (see: Tortuga Dominions). What followed had no battles, and the planet's historians have made a point of pride of it. The struggles of the Republic Era were of a different order:
Education from zero. In 3049 the literacy rate on Tortuga Prime was estimated below 30%, and the planet had never had a school system — skilled work had always been done by the kidnapped. The Mararn Memorial Institute, founded 3053 with Taurian faculty and NAIS accreditation, graduated its first class of native Tortugan water engineers in 3059. The graduation is now the planet's principal civic holiday, celebrated with more feeling than Charter Day.
Records where none existed. The first honest census (3050–3052) had to invent land title on a world where everything had been stolen at least once. The Land Reconciliation Courts sat for eleven exhausting years, and their unglamorous verdicts — compromise, compensation, shared title — are studied in the March as a model of transitional justice.
The Drawdown Crisis (3061–3063). The Republic's gravest emergency was a water crisis, fittingly. Rapid population growth (returnees, Taurian and Suns immigrants, and the first native baby boom in Tortugan history) outran treatment capacity, and the Water Authority ordered the reservoir drawn down past the Commission's safety line. The government of First Minister Adou Kalume fell over rationing policy in 3062 — the first peaceful transfer of power in the planet's history, occasioned not by a coup or a duel but by a lost budget vote. Tortugans, aware of their history, treat this as the moment the Republic proved real. The crisis broke with the commissioning of the Sinkhole Bay Phase III works in 3063, and the reservoir has been managed on a recharge-positive basis since 3065.
Names kept deliberately. The Assembly voted in 3054, after fierce debate, to retain the old names — Raider's Roost, the landmass Torment, the pirate moons. The winning argument, from Assemblywoman and Registry returnee Perpetua Osei: "We did not survive four hundred years of this place to let it pretend to be somewhere else."
By 3070 Tortuga Prime carried a population of 2.14 million — larger than at any point in its history — exporting lithium, alkalis, and drought-hardy cultivar licenses, hosting the Dominion Assembly, the Trilateral Commission, the free port, and rotating AFFS, Taurian, and TSG garrisons that its constitution forbids it from ever replacing with an army of its own. The planet's schoolbooks describe the era in a phrase borrowed from a Commission engineer's memoir: the long boring miracle.
